UkrSWIFT Transliteration Standard 2.1

UkrSWIFT Transliteration Standard 2.1 establishes consistent rules for converting Ukrainian text written in Cyrillic into Latin characters, with support for reverse transliteration.
The standard is designed to support reliable identification, consistent data representation and interoperability across financial messaging and compliance systems, including:

• Swift messaging services (FIN and FINplus).

• ISO 20022 financial messages, including pacs.008 and pacs.009.

• SwiftRef, sanctions screening and name screening.

• Payment processing and other financial information systems with restricted character sets.
   

Ukrainian Market Practice

The standard also supports the development of Ukrainian market practice for the consistent representation of names and addresses in financial messages.
This work includes the use of structured address information to support identification, sanctions compliance, risk assessment and the differentiation of territories according to their status and controlling authority.
The objective is to improve data quality, reduce identification ambiguity and support effective compliance controls.

Potential European Extension

UkrSWIFT is considering extending the transliteration approach to other European languages through an explicit country-code identifier appended after the + character.
The proposed extension would help distinguish language-specific transliteration conventions and facilitate their application in cross-border financial messaging.
The extension remains under consideration and is not part of the currently published specification.
