On 13–15 October 2026, Yuri Vlasenko, Executive Director of the UkrSWIFT Association and Deputy Chair of Ukrainian SMPG, participated in the Global Securities Market Practice Group (SMPG) Meeting, held at Swift’s London office.

SMPG is an international professional community of securities market participants that develops and harmonises market practice guidelines for financial messaging and the standardisation of business processes based on international standards.

For Ukraine, participation in this work is particularly important. Integrating the Ukrainian capital market into the international financial infrastructure requires more than adopting modern financial messaging technologies. It also requires harmonising business processes, terminology and rules of interaction among market participants.

From International Standards to Harmonised Market Practices

The three-day meeting programme covered three key areas:

  • Corporate Actions — processing and servicing corporate actions.

  • Settlement and Reconciliation — securities settlement and reconciliation of records and positions.

  • Investment Funds — investment fund operations.

A separate plenary session brought together representatives from the different SMPG working groups.

One of the international community’s central objectives is to ensure consistency in market practice guidelines as financial messaging standards evolve, particularly ISO 15022 and ISO 20022.

ISO 20022 is much more than a new messaging format. It provides a common methodology for modelling business processes, defining financial concepts and developing information models that enable interoperability across organisations, infrastructures and markets.

Ukraine’s Securities Market in the International Context

The UkrSWIFT Association is revitalising and developing the Ukrainian Securities Market Practice Group (USMPG).

Its priority areas include:

  • Harmonising market practices for transactions involving Ukrainian government securities.

  • Developing information exchange between Ukraine’s securities depository infrastructure, custodian banks and international securities depositories.

  • Preparing for broader adoption of ISO 20022 in securities servicing processes.

  • Aligning Ukrainian market practice guidelines with internationally agreed SMPG practices.

Particular importance is attached to interaction with international securities depository infrastructure, including Clearstream, and to the potential use of harmonised information exchange models for transactions involving Ukrainian government securities.

From Participation to Practical Results

International engagement creates lasting value when the experience and achievements of global professional communities are translated into practical solutions for the Ukrainian market.

UkrSWIFT considers the development of USMPG an integral part of its long-term efforts to integrate Ukraine’s financial infrastructure into the international financial environment.

An important role in this process is also played by Technical Committee TC 199 “Financial Services”, which coordinates national standardisation activities in financial services and Ukraine’s engagement with the international ISO standardisation system.

Our objective is not merely to implement international standards in Ukraine, but to ensure the full participation of Ukraine’s professional community in shaping international market practice guidelines.

UkrSWIFT invites Ukrainian banks, depository institutions, financial market infrastructure operators and other securities market participants to join the work of USMPG.
